Portland is located on land around the Willamette River, in an area that was originally the homeland of the Multnomah, Tualatin Kalapuya, Clackamas and other indigenous peoples. The city was laid out in 1845, and incorporated in 1851. Portland is Oregon’s largest city, both by population and by land mass. A major driver for growth has been the annexation of neighboring communities: Albina and East Portland (1891), Sellwood (1893), Lents (1912), Linnton and St. Johns (1915), and a large swath of unincorporated Multnomah County (1981). The city’s robust system of neighborhood associations grew out of grassroots local organizations created by residents in the 1960s and 1970s. These neighborhood associations were given a formal role in city planning in 1974 -- an unusual arrangement at the time.
