During the 1940s, shipyards and other war-related industries in Portland and Vancouver expanded dramatically to meet wartime production demands. Thousands workers and their families arrived from around the country to fill new war-industry jobs -- but housing was scarce. In response, the city of Portland established the Housing Authority of Portland (HAP), which built more than a dozen apartment housing developments around the city. HAP also managed the large Vanport development (which was built in 1942 by Kaiser Shipbuilding Company and the U.S. Maritime Commission). Most of this wartime-era housing was intended to be temporary, and none remain standing today. The city of Vanport was destroyed by flood in 1948; the other projects have been dismantled or redeveloped.
