A hearty "HELLO" to all of you who are participating in the 1975 Rose Festival River Carnival events, as well as those of you who have come to enjoy the water fun on the Willamette River at Ports O' Call Village on Swan Island.
River Carnival '75 is the first 2-day event of its kind in Portland, and our goal is to provide a weekend of fun and recreation for everyone who enjoys the water - participants and viewers. River Carnival is also a fitting salute to Portland's unique waterways, and the many activities will focus on some of the varied uses of our Willamette River. Here in Portland, Oregon we can all live compatibly - industry and commerce, recreation and quality living - that's what River Carnival is all about!

Outstanding toe-tapping banjo music is the order of the day when the renowned Rose City Banjoliers play for River Carnival, featuring "Peabody-style" Plectrum Banjo, ranging from Gay 90’s to Popular.
While the main purpose of the Rose City Banjoliers, directed by Elliot Sweetland, is playing the banjo for fun, serious attention attention is given to the rehearsals by the 25 piece group.

U.S. COAST GUARD AUXILIARY
Since its inception in 1790, many changes have been seen in the U.S. Coast Guard, including name changes and areas of concern and responsibility.
Today, the Coast Guard is primarily occupied with promoting marine safety, rescuing life and property at sea, enforcement of navigation laws, maintaining aids to navigation, and water pollution protection.
Just one of five Western Coast Guard Districts, the 13th 'District serves Washington, Oregon, Idaho and Montana and is headquartered in Seattle. More than 2500 Guardsmen and civilians man a large contingent of sea, land and air, safety.nnavigation and water pollution equipment, stations and facilities, for both commercial and recreational use of our waterways. Education and enforcement go hand in hand in every area.
A nonmiliary, national group of boatmen, the U.S.C.G. Auxiliary is dedicated to the promotion of safe boating.
Ten active Flotillas in the greater Portland area offer free boating courses, work on Search and Rescue, patrol races and regattas, and on invitation conduct safety checks of privately-owned boats. If defects are found, only the boat operator is advised.
If the boat is properly equipped, the owner is awarded a decal, "Seal of Safety".
The Basic Seasmanship Course covers Rules of the Road, Aids to Navigation, Piloting, Marl inspike Seamanship, Safe Motorboat Operation, and Accident Prevention.
These dedicated boatmen, using their own boats and equipment, are an important part of boating safety in Portland and elsewhere.
Members of the Rose City Banjoliers reside in Oregon and S.W. Washington, and have appeared at many celebrations from Seattle to Sacramento.
The only "Marine Safety Station" of its kind was made active in November of 1973, when all Portland Coast Guard units were consolidated into a single command. The new 7.4 acre complex allows coordination and conduct of all activities from one central location, handling marine inspection, the depot, and the Capt. of the Port duties. The Marine Safety Officer, Captain Verne Cox, commands all Coast Guard activities in this area.
105 Coast Guard and civilian personnel, along with the cutter BLUEBELL, are stationed in the 2-Million Dollar facility located on Sw Swan Island.
U.S. Power Squadrons
The U.S. Power Squadron is a national group of boatmen also dedicated to the promotion of safety, good citizenship and good fellowship afloat. Local squadrons offer a free course in Piloting and Small Boat Handling. American Red Cross

DAUGHTERS OF NEPTUNE, 1975
Columbia River Yachting Assoc., comprised of 16 yacht and boat clubs located on the Willamette and Columbia Rivers, was organized 43 years ago. Uniting in protecting the interests of boating and boating safety, CRYA participates in encouraging legislation for the benefit of recreational boating interests.
A tradition established over 25 years ago, with George Donaugh holding reign as "Father Neptune" ever since, a Daughter of Neptune is selected annually by each member club wishing to participate. These lovely young ladies represent their organization on Opening Day and throughout the year.
Each year CRYA publishes a listing of the cruises of all member clubs, conducts Opening Day ceremonies, and sponsors 5 Predicted Log Races each year. May 3, 1975 saw the first Opening Day conducted tin the Willamette River.
Curt Leichner of Portland is President of CRYA and is also a member of Columbia River Yacht Club, its "Yachtsmen" band, and a member of "Graham's Crackers", well known local Dixieland band.

The Port of Portland's mandate from the legislature which established it in 1891 was that not only should it provide habor facilities, but also establish a broad economic base for the community.
No legal authority has been given the Port for aesthetic responsibility, but it realizes that such concerns must balance economic needs -swimming beaches, boat launch ramps, a place to rest on river sands, watch the freighters and listen to the wind in the willows - are as necessary as our industrial breadbasket.
Kelley Point Park (pictured) is not at all a conventional park. The natural environment has been utilized to provide pathways, picnic facilities, and a bit of wilderness for relaxation. You are invited to explore Kelley Point Park, and the history of Hall J. Kelley, a renegade dedicated to the Oregon Territory... you'll find the story an interesting one.

Oil Skimmer

The Port has also worked closely with the Swan Island Safety § Pollution Control Committee, including oil companies and Portland waterfront businesses, all of whom donated time, money or material toward the Oil Skimmer (pictured).
The Oil Skimmer, capable of sucking up 5,000 gallons of spilled oil per minute, was built at the Swan Island Ship Repair Yard in Portland. It also has the capability of pumping straw, coagulants, absorbant material, dead fish and other short flotsam up to 2"x4" wood.
The Portland Crisafulli Oil § Debris Skimmer is available for others who need to find a successful and relatively simple machine for handling varying types of water pollution.

On July 1, 1973 the important job of patrolling Portland's 34 miles of waterfront was transferred from the Police Bureau to the Fire Bureau, under Chief Morterud and the Harbor Master, Captain Ken Owens.
The presence of the Harbor Patrol aboard the MIKE LAUDENKLOS (featured on the cover), or the VIRGIL SPENCER, has many purposes, especially the deterence of crime. Twice-daily patrols are directed toward this goal.
The Harbor Patrol is actively involved in many other duties ...fire fighting ...fire inspection and prevention ...pollution violations ...berthing of the Rose Festival fleet and other ships at the West seawall ...assisting and towing disabled craft ... rescue, including dragging and recovery, of drowning victims ... removal of debris including submerged logs.
Close cooperation is maintained with the U.S. Coast Guard and tri-county Marine Enforcement § Safety Sheriffs.
Since Lewis § Clark first dipped their paddles in Oregon waters, our beautiful rivers and lakes have provided recreation « to its residents and visitors.
The popularity of boating of all kinds has increased steadily in the Greater Portland area, until there are now over 35,000 registered boaters with the State Marine Board. There is room for all on Portland's waterways, and the safety of those who use the waters is of prime importance. If care and concern is exercised,any conflicts among uses can be eliminated.
To this end, the Oregon Marine Board works closely with the U.S. Coast Guard, City Parks Bureaus, and City and County Harbor and River Patrols, and other State agencies. Among its other duties, the Marine Board is involved in funding many of the launch and dock facilities for recreational use which run along the Willamette and Columbia Rivers, and elsewhere throughout Oregon.

Marathon (also termed Open Division or Professional) racing is relatively new in the Northwest. It is a rapidly growing sport and extremely competitive.
Marathon classes will start at McIver Park on the Clackamas River, with contestants travelling 20 miles to the Willamette River, and on the Willamette another 18 miles to the finish line at Ports O' Call
Marathon Class competitors must observe the following rules:
A. 18’6" maximum length
B. 33' minimum width (o/s surface exc. trim)
C. Min. beam at 3" waterline - 27"
D. Bailers, bilge pumps, spray covers § decks
allowed.
E. Canoe may be of any material.
Whitewater is common in the Marathon races in the Northwest. The presence of challenging water conditions has had two major effects on marathon racing: adds excitement, and adds built-in equalizers that call for a variety of canoeing skills by the participants .
The Standard (or Recreational) Class allow a variety of participants; men, women, mixed and juniors will take part in the 4 mile circle competition offshore of Ports O' Call.
Recreational Class canoers will be competing under the following rules:
A. 18' maximum length (allowing all US and
Canadian canoes of 18' and less to race)
B. Min. 4" waterline beam depends on length
of canoe: 31-3/4" - 18'
30-1/2" - 17'6"
29-1/4" - 16*5"
28-1/4" - 16'
C. Self bailers and bilge pumps are not allowed
D. Spray covers or decks are allowable.
All canoes, Marathon or Recreational, must be propelled by single bladed paddles only; life preservers must be worn at all times.
Marathon Class entrants are competing for trophies and prize money, and Recreation Class entrants are competing for trophies.
Three teams (6 men) of these highly skilled Marathon Canoe Racers will represent Oregon in the Sept. 7 Governor's Cup Challenge Canoe Race at Jackson Hole, Wyoming, in a head-on-head, 40-mile canoe race down the Snake River. Governor Straub will make the announcement of his representatives for this exciting event.
Today's event is sponsored by the Lower Columbia Canoe Club, affiliated with the NW Canoe Racing Association and the American Canoe Association.

Responsible for today's Color Guard and for these Program sales are young men and women from the Naval Sea Cadet Corps.
The Corps meets weekly at the Naval Training Center on Swan Island, Tuesdays at 7:30 p.m. Anyone, male or female, in the 14-17 age group may join.
The purpose of the Naval Sea Cadet Corps is to prepare young people to be good citizens, and for service at an accelerated rate.

OREGON INVITATIONAL BATHTUB RACES
For the 3rd annual event in Portland, local bathtubbers have gathered up a detuned 6 HP outboard motor, a real or molded fiberglass bathtub, an idea for the style of the boat, some zany decorations and stabilization, a life jacket, and a courageous and adventuresome attitude. The goal? ... To Win!
Some 30 entries are racing 7 laps of a 1/4-mile oval course on the Willamette River, for 2 heats. Pilots may be changed between heats, and all must be able to swim at least 100 yards.
Watch the wild water fun as the pilots compete for trophies for 1st, 2nd and 3rd places each heat, and an overall "Most Unusual" award.

The 1975 Maritime Queen is lovely Rebecca Mann (center), representing Waterways Terminal Co. Her two Princesses, Rhonda Kwei (left) of Handcor, Inc., and Janet Parker (right) of the Marine Division of FMC Corporation, will participate with Queen Rebecca in River Carnival activities.
These lovely ladies are a fitting tribute to the importance of shipping, commerce and maritime interests to the City and Port of Portland.
On Saturday, they will be introduced from the WILLAMETTE-PACIFIC tug. On Sunday the Queen and Princesses will take part in the BLITZ V.I.P. Reception and Trophy Presentation.
Queen Rebecca and Princesses Rhonda and Janet will greet the Rose Festival fleet on June 11 and 12. During the year they will also take part in celebrations commemorating U.S. and foreign flag vessels making a maiden voyage to Portland or Vancouver during the year.
The Maritime Queen competition was sponsored jointly by the Propeller Club of Portland and the Women's Shipping Club, in cooperation with the Merchants Exchange, Portland Shipping Club and Society of Port Engineers. Ten contestants were involved in the competition, representing maritime interests and marine oriented firms in the Portland-Vancouver area.
CASCADE INBOARD RACING ASSOCIATION
C.I.R.A. was organized in 1960 by a small group of enthusiasts intent on furthering the interest of Limited Inboard Power Boat Racing in the Portland area. Today, our membership totals more than 100 family enthusiasts, all ages and from all walks of life.
Many members are interested in building and driving boats, but many more are active in the multitude of activities on the "inside" of this exciting sport. Dozens of people
are required to conduct a successful race ... Referee, judges, scorers, timer, starter and flagman are on the official barge...A crew of people to help with registration, announcing, equipment inspection, boat launching, pit and course set-up and tear-down, medical and safety patrol boat crews ...many necessary duties to be performed for your pleasure, by CIRA members.

HOW TO WATCH A BOAT RACE
The sheer speed and inherent danger which are an integral part of inboard boat racing make It a thrilling sport for contestants and fans.
Since there are as many as 12 boats on a course during a heat, the object at The Start is to get to the first turn in 1st place.
Those behind bounce around in the wakes and are caught in the traffic jam. The lead boat runs on 'solid water' with a clear view of the course - a very advantageous spot.
Along with wind and other factors, wakes and cavitation become another matter to cope with. Wide margins often develop even though the boats in each class are very closely matched in speed. While a driver can change props for different racing situations, he can't control the water just under the surface. A prop gets much less bite in the water churned to a mass of airpockets.
When you see a boat head for the outside to find 'solid water', it may be the long way around, but with luck, skill and a fast boat, it may be the shortest way to The Finish when there's been a bad start. You're about to see a Race!
The Flags... the only communications between the officials on the barge and the drivers on the course. ^Watch for these flags:
Red Flies when 5-min. gun fires, to
the 1-min. gun
White Flies when 1-min. gun fires to the Clock closing for Start
Green Beginning of final lap
Yellow Caution or Return to Pits
Checkered THE FINISH!
Start and Finish line are at Official's barge. Flare indicates a mishap or accident, and warn drivers to proceed with caution.
The Course... 1-2/3 mile oval course, 3 laps, for a total of 5 miles per heat, 2 heats is the race. No less than 3 boats per class must start to be eligible for APBA points.
Scoring the Winners____ Points are awarded to
boats finishing each heat in this order:
1st - 400 2nd - 300 3rd - 225
4th - 169 5th - 127 6th - 95
Total points in the two heats determines the overall winner for trophies, prize money (if any), and A.P.B.A. National points standing.
If two or more boats tie for points, total time elapsed decides the winner.
