I return herewith bill for $13.50 for postage on three copies of the Daily and Sunday Oregonian, mailed to Henry E. Dosch at Osaka, Japan, from January 7th to July 14th, 1903.
I presented this bill to cur Executive Committee yesterday and the Committee dis-allowed it-for the reason that the Company had not authorized the expenditure.
