Three Year Plan Illustrative

The long-sought goal of a Waterfront Park for Downtown Portland is nearing reality at a time when the City is beginning several major improvement programs to revitalize the Downtown. This Park is an essential part of these efforts and will be one of the first and fundamental catalysts for renewed confidence in the Downtown. It will play a particularly strong role in rejuvinating the long-neglected area between the Waterfront and the Core now known as the Waterfront Urban Renewal Area. It should provide a strong impetus for private interests to rehabilitate and redevelop this area. As a park, it will be a prime recreational resource particularly for those people who live, work or shop in Downtown, as well as a key element in achieving an optimum, pedestrian-oriented environment for Downtown.

This plan and the illustrations of the various elements represent one way of implementing the detailed recommendations of this report. All are directed toward responding to the objectives noted above as well as other stated objectives in ways that are not only exciting to a wide range of interests and desires but also safe and reasonably economical to build and maintain.

The overall landscape will provide a strong, formal framework for all present and future elements. It will be urban in character, harmonious with the order and form of the Downtown and capable of handling large community activities, some of which are identified below. However, its biggest immediate impact will be in changing Front Avenue into a tree-lined boulevard and improving major east/west streets leading to the Core Area. This will create:

. Strong ties between the Waterfront and the Core.

. A significant inducement to improve nearby properties, particularly along Front Avenue.

A visually attractive foreground for the whole Downtown.
