Description

Portland's first African American City Commissioner, Charles R. Jordan, being sworn in as Commissioner of the Office of Public Safety. The ceremony took place on March 13, 1974. Judge Mercedes Deiz, a graduate of Northwestern School of Law, presided. In 1960 Deiz became the first African-American woman to serve as a judge in the state of Oregon.
