These folders were originally used as evidence holders and were re-purposed for employee photos. The case number is an employee identifier. "County Jail House" indicates that this is where the photos were taken. Matt Dishman may have been assigned to the County Jail at the time, although he was generally a patrol officer. The notation "Deceased" is a reference to his death, in 1969. The employee file was active into the mid-70's; employees' deaths were noted on the folders.
