An invitation to Portland mayor, Joseph Simon, to attend the Annual Emancipation Celebration put on by the Afro-American Political Union in January of 1911. The invitation included a souvenir program of the event. Included is an RSVP from Joseph Simon declining the invitation due to a prior engagement.
